Wayne Chang

Founder and Chief Executive Officer
SpruceID

Wayne Chang is the Founder and CEO of SpruceID, an organization whose mission is to let users control their data. They implement open-source, privacy-preserving digital identity infrastructure for governments and enterprises. SpruceID works with states across the country to implement trusted digital credentials, with a focus on interoperability, privacy, security, and user control.

SpruceID’s work is closely aligned with the principles behind State-Endorsed Digital Identity (SEDI): credentials rooted in state-defined trust frameworks, open standards that work across vendors and technology ecosystems, privacy-preserving approaches such as selective disclosure, and infrastructure designed to improve resident access to services. SpruceID has worked alongside Utah and other state leaders to architect how these principles can translate into practical services for their constituents.

At the 2026 SEDI Summit, Wayne and the SpruceID team will help bring those ideas to life through on-stage discussions and demonstrations of real-world use cases, including guardianship and disaster relief. These experiences are designed to show how trusted digital credentials can work across organizations and technologies while giving individuals greater control over what information they share, with whom, and when.

Wayne’s work focuses on bridging the gap between emerging standards and real-world adoption, helping policymakers and technology leaders understand how digital identity frameworks can move from principles on paper to live interoperable infrastructure and services people can actually use.
