Mike Leahy
Attorney
Michael G. Leahy, JD, is an attorney and independent policy scholar whose work centers on the Fiduciary Commons Framework, which asks by what authority government uses advances in information technology and analysis, and answers that the Constitution imposes enforceable fiduciary duties on its stewardship of personal data. The Framework's model statutes on identity, data trusteeship, and AI accountability have Utah's SB 260 and SB 275 as their primary enacted proof of concept. A former Maryland Secretary of Information Technology and State CIO, and former President of NASCIO, Mr. Leahy advises a NAAG working group on AI in government and serves on the ABA's Model Procurement Code review committee. He previously served as an FTC enforcement attorney and City Attorney of Annapolis, brings private-sector experience in banking and entrepreneurship, and holds the CIPP/US credential.
